I actually didn't know of the withdrawal limit as I am still learning about this system. My first thought is that it's a good limiter to prevent run on the bank scenarios, and enhance sustainability. If the bank-end provider TopJuan does what it says it does, which is generate profit from the price spread, then there would not be an issue in doing payouts.
